Best way I can describe it is...have you
ever felt like you are about to sneeze,
you wait for it to happen, but it doesn't,
and the pressure of the sneeze just stays.
It's similar. throughout the entire day my
penis feels stimulated, and pleasured, to
the point of it being annoying. Almost as
if it's ready to ejaculate, but it won't,
and the feeling persists even while soft,
and while I'm doing menial tasks like
getting dressed, working out, sleeping,
and eating.

Are you circumcised? could you be rubbing
the tip of your penis against your
clothing causing the stimulation?
As for the feeling of being ready to
ejaculate, have you had any white
discharge (not semen) from the tip of your
penis, is the tip really red, any pain in
your penis? it could be a yeast
infection.
You should go to your doctor and get
checked for infection and refrain from
having sex (if your sexually active)until
you have it looked at.
