my fore skin dose not go back not even when hard i did have it cut as a baby but it has join back and covered my head i did try to pull it back years ago but it hurt lots and my bell end looked all black should i go doc's

Given your description you might have phimosis or adhesion. You may need surgical intervention by a urologist.
