Ejaculation in the vagina is needed for conception to be most likely. However, the pre-ejaculatory fluid is mostly produced by the Cowper’s (bulbourethral) glands. Its primary function is to neutralize the hostile vaginal environment and make it more comfortable for the spermatozoids. It usually does not contain spermatozoids.
But if ejaculation occurred before the pre-ejaculatory fluid was produced, spermatozoids might have stayed behind and might be found in the pre-ejaculatory fluid. Therefore, conception is possible, although much less probable than with ejaculation.
According to the data you reported (masturbation 2-3 hours before the intercourse and pre-ejaculatory fluid on your hand), pregnancy might be possible if the pre-ejaculatory fluid entered in the vagina.
Your girlfriend might want to visit her gynecologist to check if she is pregnant. If her real menstrual cycle starts before she visits the gynecologist, then pregnancy might be ruled out.
