The pre-ejaculatory fluid is primarily produced by the Cowper’s glands. Its function is to neutralize the hostile acidic environment in the urethra caused by the urine, and prepare it for semen passage. It also neutralizes the acidic environment of the vagina making it more or less friendly for the spermatozoids. The pre-ejaculatory fluid might be seen on the tip of the penis long before the ejaculation.
Sometimes it might contain viable spermatozoids if the person has masturbated recently before the intercourse. Otherwise the spermatozoids would die or would be unable to take part in successful conception.
As you can see, the spermatozoids in the pre-ejaculatory fluid might be responsible for conception even without proper ejaculation in the vagina. The chances for this to happen are usually small, but it is still possible.
