According to the information you provided (empty embryo sac in the 7th week of pregnancy, high HCG levels), you might have had a blighted ovum. A blighted ovum is a pregnancy that develops quite normally in the first place and is visible on an ultrasound, but afterwards a visible embryo does not develop.

The HCG levels stay high long after the pregnancy. How long they would stay high depends on the previous length of the pregnancy.

You might want to visit another gynecologist for a second opinion and another ultrasound scan. This is highly advisable, because dilation and curettage is an irreversible procedure in which the inner lining of the uterus is removed. If an embryo is present, then it is removed, too. The second ultrasound scan might prevent this. If a miscarriage is diagnosed once again, the gynecologist might need additional examinations to try to determine what might have caused it.
