my penis seems to be very dry during
winter and it seems as if the outer skin
is shedding but during summer its alright
but if i look very closely there seems to
be small red spots like rashes but it
never itches or gives pain the only thing
is that it becomes quite smelly if i don't
wash it even for two days.

A smell the comes from the penis is
probably due to the bacterial activity of
the secretion (smegma) that is collected
in the space between the penis’s head
and the foreskin. You should wash your
penis every day. You can additionally
consult a dermatologist about the “small
red spots like rashes” that you've
noticed and the penis dryness you
describe.
