I am constantly itchy all over. Specifically bad in the inner thighs and groin area. Seams to get worse when I sweat. I have been placed on a cycle of steroids and hydrocortizone cream. It worked for a while but the symptoms have returned.

Have you considered some food allergies as the cause of these symptoms?
