Erection disorders at your age (late
teens) are usually functional in nature,
which means that you might need more
practice having sex. You can try
conserving your energy for sex with your
partner and practice less masturbation.
For the sex to be good, you'll need
practice! So, try to reserve the sexual
energy for your girlfriend.
The “white scaly things” that you
describe as being under the head of your
penis might represent some type of
infection. You can check that at your GP's
office and consult a dermatovenerologist
specialist, if necessary.
