The pain, tenderness and redness inside the belly button is probably some kind of skin inflammation which can be due to either an infection, irritation or allergy. It doesn’t seem likely that abdominal distension and menstrual irregularities are in any way connected to the belly button problem. In this case, you can consult a dermatologist to examine the skin. Nonetheless, you can consult a gynecologist about your menstrual cycle irregularities and lower abdominal problems because those two symptoms can be connected.
