Irritation On Sides of Scrotum & Inner Thighs

Irritation On Sides of Scrotum & Inner Thighs

This is something that seems to be an "on again off again" relationship for my body. Now, for starters, i'm a healthy male, regularly tested, practice safe sex and have no std's. So onto my issue:

on the sides of my scrotum I experience a tight wrinkled condition which doesn't appear to be off color from the rest of the skin in this area, it itches from time to time and at close look can be sort of smooth and shiny (probably due to scratching the itchy area). This usually goes away after a couple of days and then I don't think much about it. Now with a bit of research online i'm led to believe that this could be an acute condition of eczema, but I was under the impression that eczema was something that once it's there, it's just there. I've tried many things over the past few years to relieve these symptoms from antifungal creams to dusting talc in that region to counter the moisture that usually brings me these symptoms. I noticed that over the past 6 months this condition has become more frequent as I joined a health club and have been working out 4 days a week, I do not shower at my gym nor do I get into the hot tub, I go there in my workout cloths and do my fitness routine, then I head home and shower so I doubt this has anything to do with my locker room. Does anyone have any suggestions or similar experiences?
