The reason I say no is because people will have dissenting opinions no matter where you go. Not to mention, really, if steen is a troll he/she could always log back in as another person. It isn't worth the time or effort. The best possible way to handle people we dislike is to ignore them. That way everyone is happy and no arguments are brought to the board.

What did steen do. If she did something horrible I can understanding blocking her/him but if they just have been stating their opinion. Then that is wrong. I would just have to know what the person did before I can decide.

I agree~noone should be punished for stateing they're opinions. However when there is constant harrassment and drama started by a particular person, I think it crosses the line a little bit...
