Being Reactive And Non-reactive...what Does This Mean?

I have been told by my doctor that i'm reactive to hep a & c, but not b.

What does this mean? I have been taking 600mg of dilantin for over 20 years for seizures. I haven't had a seizure in 10 years or more. Can I possibly have hep c?
