Q: Are Home Pregnancy Test Always Accurate?

I just came back from a doctor's appointment. I have missed my period for three months now, but the home pregnancy test came up negative. My doctor refused to give me a blood test saying that if the home pregnancy tests are negative then there is no possible way i'm pregnant. Instead she keeps telling me it's polycystic ovarian disease or a thyroid disease. However, i'm not showing any symptoms for those diseases. My doctor wants me to go on birth control to induce a period. Other doctors are telling me to wait for another month to take a blood test before going on birth control. Is it actually possible for me to be pregnant and not get a positive on a home pregnancy test? And how accurate are blood tests?
