Belly Button Problem

Everyday a few times a day this liquid come out of my bellly button. It smells very bad and if I dont wipe it away it gets hard and like crusts up. I really am getting annoyed with this smell when I am in public and stuff. Can any one help me and tell me what this is and ho to get it to go away
