Help

Hi I am a sexually active young man (21) and have a query. I have noticed that I have developed a few small red spots on the underside of my foreskin behind the glans of my penis that are visible when the foreskin is retracted. I have a history of eczema in other areas of my body and have been able to keep this under control at times by using small amounts of eczema cream. The spots are sometimes accompanied by a small red rash, and occasionally itchy. I dont think these symptoms are consistent with herpes as there are no watery blisters and it is not painful. I am thinking they could be fordyce spots but this does not explain their positive reaction to the eczema cream. Can anyone help?
