my foreskin will not retract. When I
attempt to pull it back over the glans (by
means of holding my penis and pulling down
on the skin) it will not stretch over and
can be painful. (even when flaccid)
I only remember one occasion that I did
retract my foreskin, and it really hurt,
hence I immediately push the foreskin back
over.
I do not want a circumcision, but are
there any other ways I can get my foreskin
to retract?

According to the description that you

experiencing fimosis. During fimosis, the
opening of the praeputium (foreskin) is
too small for the penis’s head to pass
trough it. Fimosis can create a lot of
problems during sex. Fimosis can be
