Is there a possibility that when a male has been shot in his testicles could he still produce and have a baby

yes, he could.

it's unlikely both testicles would be damaged and one testicle is enough to produce a baby.

also it would depend on the extent of the damage of the shot.

so based on the minimal information the answer is yes, it is possible
