Why do you want to gain weight? If this is natural for you, then that's fine you know? Just as some people are heavier than the social norm and it's healthy for them, some people are skinnier than the norm, and it's normal for us. In this whole super-model anorexia scare and all of the "true-image" campaining that's going on, naturally small people get ignored, looked down on even.

I have been small my entire life. BY the time I hit 11th grade, I was 5'3" and 100 lbs. I haven't gained any weight or height since then, and I'm 22.

I can tell you that unless you go on a high protein training diet and get proper excersize, it's going to be very difficult for you to gain weight. I was living in the dorms with a full meal plan and access to fattening dining hall food 24-7. I ate whenever I wanted and didn't excersize. Formula for the freshman 15+ right? I gained 5 pounds, maybe. That may have been the result of different scales saying different things.

When I was in highschool, I would gain weight... during the swim-team training season!

If you are naturally skinny, then be happy with that!
